Two more people have been arrested related to a theft at London's Heathrow Airport where 21 people were injured by what is thought to be pepper spray, according to law enforcement.

A man, 24, was taken into custody in Lambeth on suspicion of theft and assault and a woman, 23 was detained for suspected conspiracy to commit robbery. They both remain in custody, authorities confirmed.

The arrests come after an investigation into an attack at the multi-level parking garage at Heathrow's Terminal 3 this past Sunday. Before the incident, two women had stolen from them their suitcases upon exiting a parking garage elevator.

A toddler aged three was among the injured in the event. A total of five individuals went to hospital for medical care and have since been discharged.

Police detained a 31-year-old man for suspected theft and assault near the location. He was subsequently released pending further inquiries while inquiries continue.

Police were called at approximately 8:10 in the morning GMT following reports of several individuals hurt by a noxious substance believed to be pepper spray.

The assault - an event that police said was isolated and not considered terrorism - caused delays to rail services and the temporary shutdown of the Central Terminal Area tunnel and the Terminal 3 car park for a short time.
